What are "recurring events"?

(I really do search for an answer before asking basic questions like this! ;-)

I'm experimenting with adding a new event that more closely approximates what happens in real life. I noticed for "Gate Lockout" -- which I assume is a standard event that Sitelink provides by default -- there's a note: "Repeating events are not available as prerequisites for Gate Lockout."
What are examples of "repeating" or "recurring" events?

    When you set up an event you can choose to repeat it or not by the check of a box. My past due notices are repeated but my overlock is not so on mine the only option it gives me under gate lockout is overlock.

    The only thing I have recurring is late fees.  That's because they get one each month even when there is the previous one pending.  

    Anything else, you only want to happen as the past due event happens.  Like a Preliminary Lien Fee only happens once until it's paid.  Then if they go late again it can happen again.  But it won't add a second one if the first one is still not paid.

    Part 2 of my query: Rents are due on the 1st. Our tenants are denied access *at the gate* -- which I call a "software overlock" -- on the morning of the 2nd, but we don't actually put one of our locks on the unit, i.e., a physical overlock, until they are unpaid for one month and then late again the next month. Otherwise, we would be constantly putting locks on and taking them off because we have tenants who make payments thru-out the month.
    Then there's the "Cut the Lock" event, for which we charge a $20 fee. We don't do this until we have a reason to enter their unit, like when we've decided it's time to auction it off and we want to see if there's anything of value in it. Right now, "Cut the Lock" is set up to happen when we physically overlock the unit. I want to move that back to happen two weeks before the "Schedule Auction" event and make the fee larger. In its place, I want to create a new event for "time to put a green lock on the unit" and make it the $20 fee that "Cut the Lock" currently is. Because it takes a lot of effort to grind off a disc lock vs. putting one of our locks on so they can't tailgate in and get to their stuff.
    What is the difference between the "Gate Lockout" and "Overlock" events? Both of which I assume are default events that come with Sitelink, correct? I noticed that all of the parameters for "Gate Lockout" -- Lease Type, Billing Type, Options -- are grey-out and can't be changed. Yet it's the "Overlock" event, which *is* configurable, that shows up in the Reminders list and that we process on the 2nd to create the software overlock.

    Gate lockout is when their code no longer works for access.  Overlock is when you physically add a manager's lock to the space.  The gate lockout should be happening automatically and the overlock is what you are processing to place the manager lock.
