If you have a customer who needs a large rent increase. Can you increase to whatever you want? Or is there a limit like 20 percent at a time?

Normally, you can do whatever you need to, but with Covid rules, some areas have restrictions. Like Los Angeles County is still under the State of Emergency (to expire soon) that says rates can't be raised higher than 10% over what they were when the order went into effect. I'm in the next county, so it doesn't pertain to me.

I don't think there is a legal limit, as long as you give a thirty day notice.
