Bank Lien on Vehicle tenant in default ? NY state

my tenant is still paying on the loan. She is in default with us by 4 months. Car doesn't drive, needs $5000 in work, no keys, no battery. Tenant asked the bank to take the 2012 Chrysler 200 and the bank does not want it. I reached out to the self storage association legal department. They said obtain a title with garage mans form to auction it. Or sell without a title But i have to contact anyone on the lien via verified mail. if they do not want to repossess the vehicle, let the buyer know that the title is not clear and buyer cannot come back to stating we mislead them about what you were selling.
Am I allowed to contact the bank holding the lien?
