P.O. Box

Is it legal for storage facilities to accept P.O. Box addresses? I know P.O. Box addresses are one of those debatable topics. However is it illegal to decline a P.O. Box and if a tenant with a P.O. Box goes to auction, do you still process their certified/certificate of mailing auction letters the same as if it was a regular address?
