How to add Predefined Messages to "Send SMS Message"?

I'm at a lost on trying to create Predefined Messages.

You would set up under Setup>Program Defaults>SMS  Click "add" and create a "Title" for your message and then create. You can use "keywords" to fill in Names, etc.   Then, when you need to send SMS, click the Predefined Messages tab and choose the message you want.
