credit card declined - never seen this reason before.

I have a tenant with two units.  She has been paying the units with the same card for almost a year.  Suddenly when I try to run the payment it is being declined.  I even tried running the payments separately and it stills declines with this reason code: 
Msg: Payment failed to process: 
Payment could not be processed. CODE: "withdrawal_limit_exceeded". Please contact Storable Merchant Support.
So I contacted Storable and they said it was an issue with the tenant's bank, the tenant claims her bank said its an issue with us.  Has anyone else had this happen?

    I have seen it several times--never was able to find out what it is either

    When I have had that they had hit their daily limit. When I ran it the next morning, it was perfectly fine!
