Tenant never moved in

I have a tenant that paid her first month's rent but never moved in or put a lock on unit. She is now two months past due. I have called several times, left voice mails and still no response. Alternate contact has a phone that has been disconnected. Can I move her out? The unit is completely empty.

After the first month is complete, any unit found empty with no lock is assumed vacated.  It's specific in our contract.

Move her out and move on.
