Session Timing Out

I've been getting some feedback from tenants using the online portal to pay; they keep reporting that when they attempt to pay, they get a "session timed out" or "session expired" message, and their payment does not go through. 

Is that something that is set here, on the Payments tab? Does having it at "0" mean that they can not pay online if there is a balance due on their account?
