Unit Paid Off a Week Before Auction

Hello everyone I have a quick question. So a couple of months ago a friend of this tenant came to pay for their friends units a week before auction. We have not been able to contact this tenant for months btw. We had cut their locks already and put our own on. When the friend had paid I told them they had to have the code to get in since I could not give it to them. They said they had it. So I took off our locks and I thought that was it. Today the tenant came by angry that their friend had access and that their locks were cut. I told them they gave the code to their friend since that was the only way they could have gotten it and that the locks were cut due to you going to auction. Was this wrong? Is what I did illegal or something?

If they weren't listed as an alternate contact, I myself would not have removed the facility lock.
